About

This award-winning facility, built for the Nunavut Ministry of Justice, is designed to provide a healing environment for Indigenous individuals who have come into conflict with the law. The 32,000 sq. ft. building consists of a 32-bed medium security unit and a 16-bed minimum security unit, with facilities including program rooms, a gym, a chapel, staff offices, a central kitchen, segregation and medical units, and admitting/discharge areas.

In designing this facility, Parkin took into consideration the unique challenges of delivering a project in northern regions, including remote delivery methods by barge and air, permafrost, and challenging climactic conditions. The construction methods also supported local businesses in the area.

The facility is designed to promote healing and rehabilitation through inmate interaction with staff, the outdoors, and the community. Parkin’s understanding of Inuit culture and tradition is reflected in the building’s curvilinear form, which is constructed on steel piles to address permafrost ground conditions.

By creating a welcoming and culturally appropriate space for residents, the facility supports the healing process and encourages community involvement. The human approach in design ensures that the needs and well-being of the residents are at the forefront of the design process.
